Noel Francisco could play role in future of nationwide sports betting

While the solicitor general has historically worked outside of the public eye, the latest nominee for the job of representing the federal government at the U.S. Supreme Court, Noel Francisco, shouldn't expect anonymity.

He formerly practiced law in D.C.at Jones Day, where he argued three highly publicized cases before the Supreme Court.

Francisco is now serving as acting SG.

He is now contesting from Amethi constituency and on the run following a non bailable warrant issued for his arrest. The UP Police had claimed that it was conducting raids across the state to trace the absconding minister.

Francisco is a graduate of the University of Chicago Law School, as is Jeffrey Wall, who's in line to be principal deputy solicitor general.

Last year, Francisco also successfully convinced the justices to overturn the multiple convictions of Virginia Gov.

Francisco has argued before the Supreme Court on several occasions, including two high-profile cases from recent sittings.

In another case decided a year ago, he represented religious nonprofits that sought an exemption from a provision of the Obamacare healthcare law that requires employers to provide female workers with health insurance that includes contraception coverage. That case was sent back to a lower court in May 2016, in hopes the parties could reach a compromise.

During that time, a number of other names were floated for the top job, including NY attorney George Conway, the husband of White House counselor Kellyanne Conway, and D.C. lawyers Charles Cooper, Miguel Estrada, Christopher Landau and Kannon Shanmugam - all to no avail.

In the third case, Francisco led a business-led challenge to presidential appointment powers, resulting in a 2014 ruling that limited the ability of the White House to fill positions without Senate approval.

If his nomination succeeds, he will be the first Asian-American confirmed by the Senate to serve as solicitor general. William McGinley, another former Jones Day partner, was appointed as the president's lead liaison to the cabinet. It does not cross over into shared authority between the executive and legislative branches, as do other Cabinet departments and agencies.
