Trump's New Deportation Rules: How Will Things Change for Undocumented Immigrants?

Only hours before a two-day visit to Mexico by the US secretary of state and head of the Homeland Security, Mexican Foreign Minister Luis Videgaray said Wednesday that Mexico "will not accept" the unilateral imposition of USA immigration proposals, according to media reports.

While the new policies call for a "surge" in the deployment of immigration judges and other personnel, DHS officials said the agency is not planning mass deportations and that numerous new policies would take time to implement. It's not clear how this would apply to Mexicans in the United States illegally.

During their brief visit, U.S. Secretary of State Rex Tillerson and Homeland Security Secretary John Kelly will face a Mexican government anxiously rethinking its relationship with its bigger, richer and more powerful neighbour.

The Trump administration clarified the memos Tuesday, saying people protected by the Deferred Action for Childhood Arrivals (DACA) program, a holdover from the Obama administration, are not being targeted.

"Trump campaigned on the persecution of immigrant communities, and that's what these memos do", he said.

The visiting Americans planned to meet Thursday with Videgaray before a working lunch with Mexican officials and a formal meeting with Mexican President Enrique Pena Nieto.

One example is the plan to return non-Mexican illegal immigrants back to Mexico while they await their a decision on their immigration status from U.S. courts. Videgaray not only said Mexico would not accept some of the new plans but added that Mexico could appeal to the United Nations to defend the "freedoms and due process" of Mexicans overseas. He hinted that Mexico might seek to challenge Trump's move at the United Nations or in other global bodies.

But this is not the first time the month-old Trump administration has diplomatically snubbed the Mexicans. Reporters were given an official briefing ahead of the trip on condition that officials weren't quoted by name.

"It's significant that the president is sending the secretaries to Mexico so early in his administration", White House Press Secretary Sean Spicer said Wednesday. -Mexican relationship is "phenomenal".

"All of those in violation of the immigration laws may be subject to enforcement proceedings, up to and including removal from the United States", the orders stated.

"Kelly's new DHS policies considerably broaden the pool of undocumented immigrants prioritized for removal, including those who have been charged with crimes but not convicted, those who commit acts that constitute a 'chargeable criminal offense, ' and those who an immigration officer concludes pose 'a risk to public safety or national security'". (That's one reason city police and county sheriffs wind up handling detainer requests for ICE.) The department has added 1,100 beds, and says it will seek contractors for additional detainment centers, particularly near the Mexican border.

One critical part of the new directives, which would require Mexican cooperation, says federal immigration officials can send those undocumented immigrants back to Mexico, even if they're not from there. Detention centre capacity will expand; planning for Trump's much-touted wall will begin. It's a fight so bitter that Mexican President Enrique Pena Nieto canceled a visit to the US last month, leaving the White House scrambling to organize a call between the two leaders the next day. Vice-President Mike Pence and Defence Secretary Jim Mattis have previously filled the role, facing foreign leaders who've struggled to reconcile their rhetoric of reassurance with the declarations of disruption from Trump and some of his senior envoys.

An estimated 11 million undocumented immigrants live in the U.S., many of them from Mexico.

The two countries plus Canada have their economies intertwined as a result of the North American Free Trade Agreement (NAFTA).
